Robert S. Pein established the State Auto Insurance Company in Columbus, Ohio in 1921. At that time, the company consisted of just three employees. The company wrote only auto insurance quotes in its initial years. In the early 1920s, a time when the insurance industry left much to be desired in terms of claims and rates, Pein promised reasonable insurance rates to policyholders.
In 1925, the company started writing “non-assessable policies.” This policy stated that policyholders wouldn't be charged additional fees in an event of a huge financial loss. The policy received a good response from customers. In 1926, the company started a monthly publication called 'The Pein Tree' to facilitate better communication with the employees and agents.
